      Two of these programs--HEW's National Air Pollution Control Administration (NAPCA) and Interior's Water Quality Administration (FWQA)--represented the core of the federal government's pollution-control apparatus prior to the birth of EPA. Nonattainment Areas for Criteria Pollutants (Green Book) The EPA Green Book provides detailed information about area National Ambient Air Quality Standards (NAAQS) designations, classifications and nonattainment status. Information is current as of the Green Book posted date and is available in reports, maps and data downloads.
